U.S. Secretary of State Antony Blinken will warn China about its support for Russia's military during his visit to the country this week, according to a senior State Department official. Blinken is expected to convey Washington's "deep concerns" over China's aid for Russia's defense industrial base, during his three-day visit starting Wednesday. "And I think we've demonstrated our willingness to do so regarding firms from a number of countries, not just China," he added. During his visit to Beijing and Shanghai, Blinken is expected to meet senior Chinese officials, including Foreign Minister Wang Yi, according to the State Department.

CNN —Early results from Ecuador’s referendum suggest President Daniel Noboa has won public backing for security measures aimed at boosting his war on crime. And the good news for Noboa was compounded Monday when police announced they had arrested a notorious alleged gang leader. Both those proposals would require modifying Ecuador’s Constitution, which currently forbids the extradition of Ecuadorians under any circumstances. The figure marked a 6.8% increase from 2022 and the sharpest year-on-year jump since 2009, the institute said in a report on military spending trends. "The unprecedented rise in military spending is a direct response to the global deterioration in peace and security," Nan Tian, senior researcher in SIPRI's military expenditure and arms production programme, said in a statement. Military expenditure has been rising for nine years straight, and military spending bolstered in all regions of the world for the first time since 2009, the report found. Ukraine's military spending meanwhile totaled around $64.8 billion — around 59% the amount of Russia's spending, but 37% of Ukraine's GDP, the report said. Tensions in the Middle East also significantly contributed to the overall rise in global military spending, the report said.

Cher, Ozzy Osbourne, Peter Frampton and Mary J. Blige are part of the Rock & Roll Hall of Fame’s class of 2024, along with Dave Matthews Band, Kool & the Gang, Foreigner and A Tribe Called Quest, the hall announced on Sunday. The latest crop of stars will officially join the pantheon in a ceremony on Oct. 19 at Rocket Mortgage Fieldhouse in Cleveland, where the hall’s affiliated museum is also located. Of those artists, four were elevated to the hall on their first nomination: Cher, Foreigner, Frampton and Kool & the Gang. Osbourne was nominated for the first time as a solo act, though he had joined the hall as part of Black Sabbath in 2006. CNN —The director of an Ecuadorian prison known as “El Rodeo” was killed Sunday in an attack that came as millions of people in the country headed to the polls for a referendum focused largely on President Daniel Noboa’s war on crime. Ecuador Prosecutor’s Office reported that another person was injured in the attack and that officers on the scene have started an investigation. Parrales was killed the same day that Ecuadorians were called to the polls for a referendum dominated by security issues that could bolster President Daniel Noboa’s agenda to fight crime. Noboa hopes those measures will help him rein in burgeoning levels of organized crime linked to drug cartels. Ecuador was once known as an “island of peace,” nestled between the world’s two largest cocaine producers, Peru and Colombia.
